County Health Sets Public Fee Hearings | News, sports, jobs

LISBON — Food service vendors, public pool and spa operators, and campground operators who are all licensed through the Columbiana County Health District can attend public hearings Dec. 7 on next year’s licensing fees.

Times are 8am for food service fees, 8:30am for camp fees, 9am for public pools and spas at the Health District Offices, 7360 State Road 45, Lisbon.

The Board of Health approved second readings on proposed fee increases for all three programs last week, with fees based on a cost methodology process that takes into account the amount of time health district employees spend in each program. Another reading is required to validate the fee. Fees take effect on February 1.

In other business, the Board of Health welcomed Courtney Streifeler of Beloit as the new Health Services Officer. Stryffeler was appointed full-time Clinical Director/Health Services Director at the last meeting after Jamie Elenz decided to transition to a part-time job as a Medical Services Administrator.

County Health Commissioner Wes Vins said Stryffeler has more than 20 years experience including time working in trauma at St. Elizabeth’s Hospital. She holds a master’s and doctorate degrees in nursing. He said that all of the candidates were excellent.

“We are really excited to have her join our team.” He said recently.

In connection with H2Ohio group 6 bids, the Board of Directors awarded the contract to Colian Multiservice LLC of Salem for $17,500. Other bids were received from Advanced Excavating of Wellsville for $27,040 and from the Foster Foundation in East Palestine for $38,700. During the last meeting, the Council approved an extension to a project on State Route 164, Lisbon by Sam Courtney.

A variance of wells distance requirements has been granted to the Magdowitz Agency of Cordoba, Tennessee, for a replacement water well at an address in Commerce Street, Neagley. Environmental Health Program Director Laura Fauss said the move would be an improvement over what there is now.

Board orders were issued on a nuisance complaint against Garritt Brown, Hopedale, on a property in Bayard Road, Minerva, ordering the removal of all solid waste and tires from the property to an authorized facility.

The Board also renewed an agreement with Medical Record Services for $1,200 related to HIPAA compliance.

Voss said there have been some calls from residents asking about water wells. She said it’s not unusual for this time of year to have some color or smell. The department offers the test.

Barnes reports that the department has been cleared by state inspectors for pool and campground programs. Vince said that he disagreed with the opinion of the state inspectors regarding the number of inspections of facilities, pointing out that the law stipulates that inspections must be conducted annually, but the state interprets this as every 365 days. Overall, Barnes said it was a good survey. Vins said the staff did a great job.

In matters of budget, the Board agreed to contract with Medical Mutual for the same health insurance as before for employees with a cost increase of 4.9 percent through Morris Agency. Chairman Sean Apple said it was hard to believe the increase was so low.

Public finance officer Karen Clark said expenditures have gone up slightly, but the budget remains low.

The next meeting of the Board of Health will be 4:30 p.m. December 21st.
